It's the last sentence in the last paragraph. You'll have to zoom in to see it.
Actually every captain can travel you to (almost) any port in this world. I really don't know wether there is a fee or not, but if, it is so small you won't notice it. At least I don't notice any shrinking of my millions of gold (it's not bragging, you'll get more money than you will be able to spend in this game).
So yes, it is reffering to ingame money only and there is a high chance it is just flavor text.
I have this game for 15 years and haven't payed anything but the buying cost. ^^

But I too have memories of playing this game before AND there was a 10 years anyversity patch from the community some time ago (last year?). So I am pretty sure this game is older than 2008! Oo
