But yeah, as Seishisha said, Console dev-kits and certification is really expensive stuff, like a lot expensive.
This is why PC gets so many indie titles in the first place, as there's no major barriers to entry, wheres on Console, there very much is (and if you look at indie releases on Console, they often have a publisher for this very reason, someone who can front the certification costs, self-published indies are much rarer on Console than on PC).
