Regardless of what you may have seen in screenshots, you can not take off your underwear without modding the game. This obviously applies to real life too.

I think the game is being made by Chinese devs. Their laws are a bit strict on some things. Full on nudity would probably get them in trouble.

Protip: One of the mods (Exotic Battle Garments) has an option that lets you roam around w/o bra or panties. Give a shot.
