I’ve been doing the exact same movements but I’m always seen by the guard behind me at the 3:00 minutes mark (the one that just stands still).

There’s no guy in the stairs after the patch. Another one is seeing me.

Some NPCs will start re spawning once you get to a certain point of the path. Although once you discovered the respawning timing and view range. You can easily get pass through them. You just need to remember the path and patient.
