Also got it offsite, so that’s not the issue.
No it's not.
As I said, I also got a key from an outside vendor, and they showed up immediately after activating that key, well past the error window in which the game was briefly set to released.
The only time DLC doesn't immediately show up is when it hasn't yet been added to the Steam Store listing, but for this game, it has, as can be clearly seen on the Store Page.
I have all three of the deluxe DLC, just not the pre order DLC.
I checked my activation record for this game, and it denotes that it's a pre-order version, so I'm pretty certain now that we'll get it come release.
If you pre-purchased the Deluxe Edition and SteamDB shows that you own "Unknown App", that is a placeholder for the pre-order bonus.
At the moment, Steam shows that you own only the 3 DLCs from the Deluxe Edition.
That'll at least confirm that you have the pre-order edition, and then you can wait for launch to get the extras.
