p5s didnt consider her part of the plot so that kinda makes me wonder if tactica will

after re-read multiple times of repaint of your heart challenge pack DLC description, i think Kasumi and Akechi will be in additional stages with additional rules, i don't know if they playable during main story or not, i suspect they will appear like Full Moon or Foggy day in Royal, but i could be wrong though

Didn't even bother finishing strikers after finding out kasumi wasn't there. Won't bother buying this unless she's in the game. Sick of this ♥♥♥♥.

Atlus is honestly annoying with the constant re-release strategy of releasing vanilla versions, then releasing special editions with more content and quality of life fixes, but then making sequels/spinoffs that only seem to take into account the vanilla version. I also didn't bother with Strikers and I won't be playing this one either. Canon matters.

Same deal with Persona 3 Reloaded btw. Either put *everything* in there or don't bother. But that's just me. And Sega gonna Sega, I guess. They wouldn't be Sega unless they did incompetent stuff and mismanaged their incredible IPs all the time. ¯\_(ツ)_/¯

So, after a little investigation I founded this source: https://p-ch.jp/news/10488/
After using translator I think these are the two key things:

First a quote from the plot section:
"Graduation ceremony approaching, Leblanc on a snowy day.
After school, the members of the Phantom Thieves of Hearts gathered and chatted."
So, most probably the events in this game will happen in March, before the actual ending of Persona 5/5R and before the events in Persona 5S.

The second and more important is this quote:
"Episode DLC "Repaint Your Heart"
Additional episode download content (DLC) will be released at the same time for those who have enjoyed the main story!
As a character limited to DLC, "that long-awaited character" appears!
Enjoy thrilling battles with new rules as well as new stories!"

So, no Sumire or Akechi in the main story. Looks like at some later point they decided to just slap some short story with Sumire and Akechi, because of the backlash with the P5S game.

Like i said, I use a translator, not sure from what exactly "Additional episode download content" is translated and what exactly means. Maybe is not even a story DLC, but just a some short challenge battles or something of that sort.

Will be nice if someone who knows Japanese could tell us how accurate is this translation.

Oh cool thanks. And wow they look awesome. Def getting it now. I'm fine with them not being in the main story. Just want them playable.

Man I'm kinda disappointed, I loved the 3rd sem story more than anything else and was looking forward to what was gonna happen
