Some other things to try:
- Run the game's .exe file instead of pressing play in Steam.
- Run the game in "compatibility" mode for a previous version of Windows.
- Run "setup" using the the launch option: -setup
- For TR-II, III, IV, & V there is a DirectX "wrapper" called dgVoodoo2 that fixes issues with the overlay, window borders, and various crashes:

You just need to put the two .dll files (d3dimm & ddraw) in the game folder, plus the dgvoodoosetup.exe file somewhere else. Running the setup allows you to hide the "dgVoodoo Watermark" and adjust some display options.
I have downloaded dgVoodoo 2.53. I have pasted the 3dll in the game folder and run the setup. The game actually runs now! BUT it looks terrible. Everything is blurry and white. The whole game is white (Lara, the floor the walls) and it's still unplayable.
I couldn't remove dgVoodoo logo either.
Any help on how to make the game look "normal"?

I fooled around with the settings and found what I needed. Just note that the game crash when going into the option (glasses) in the game and load.
Just avoid that and it's fine.
You saved my event and my favourite game and it works better than before, textures are better.

same problem here, dgVoodo + Tomb Raider 3 makes every 3d-model white, totally messed up, any solution to this??
1. In tomb raider's setup, make sure 8 bit textures is disabled.
2. Now, look into tomb raider's folder for a file named "config.txt".
3. Open it and edit the line where it says "D3DTF 1" to another number than whats currently set there.
I tried D3DTF 0, D3DTF 1, D3DTF 2, D3DTF 3... because I noticed everytime I changed, it gave different graphic glitches.
When I got to D3DTF 6 it worked. I don't know why this field matters and I am too tired to research after trying to solve this for 2 hours ¬¬, so at this point I'll just take the win and run.
PS. I also forced the resolution to 1080p on dgvoodoo to prevent it from changing when the game needs to play the FMVs and set Scalling Mode do Centered to prevent the distortion caused by the 1080p res.
