This is the PC version and you wouldn't be able to run it on software that is supposed to play PS1 games.
If you're thinking of playing on other operating systems besides WIndows, then the answer would be yes.

Well I would like to try to play the game on a Duckstation emulator because I saw that there are possibilities to play in widescreen, and in 4k graphics. But as far as I saw the emulator can only run BIN files, so I wonder if it is somehow possible to run game via emulator ...?

No, you cannot run a native PC version on that.
But you can use Arsunt's patch to run this PC version in widescreen with adjusted FOV and fixed FMVs.

Alternatively, the old WS patch.

Otherwise you'd need to acquire a PS1 disc with Tomb Raider games, but those are not sold anymore.

My problem is with keyboard controls not working. I'm playing it in laptop. My game launches but unfortunately none of my keyboard controls works in-game. I'm stuck at the menu because of no keys are working in-game. Yes i tried to delete the config.txt but that didn't help.
The only thing you will get by trying to hijack/derail other threads is a ban. Make your own thread.

JFYI PC version has an exclusive expansion. You can play TR3 'simulated' with this:
RetroArch

Yes there are emulators that can play TR series. Games are known as ROMS and there are sites for downloading them too.

Depending if you have Windows or Mac, there are different kids of Emulators out there.

Mac is kinda limited But OpenEmu has multiple emulators in one, including PSX, Saturn,N64 and MAME. I recommend this for Mac Users.

I hope that also helps to some degree, I know a lot of people have been giving advice and suggestions as well.

Example is SEGA and its collection of roms within steam:
SEGA_Mega_Drive_and_Genesis_Classics/
https://store.steampowered.com/app/34270/SEGA_Mega_Drive_and_Genesis_Classics/
The only place is where devs sell them. Please don't ask this here. It's against the rules and you may get a warning or ban.
