This works, thanks, but it's ridiculous that I had to do all this for the Steam Overlay to work. Valve, please fix this for Tomb Raider 2-5.
step 7 can also be achieved by:
7a) right click Tomb Raider (II) in your library
7b) select properties
7c) click "set launch option.."
7d) in the dialog box that appears type: -setup
7e) close the properties window, and click play.
7f) return after step 10: repeat steaps 7a-7c, but this time remove the text in the dialog box.
@make after doing the steps above the game seems to perform better, but the overlay only actually works durring the intro cinematic, and when I try to open the overlay in the game/main menu the cursor appears on screen, and the system behaves line the overlay is working, but nothing is displayed but the context cursor (pointer, hover over link, thinking)
EDIT: was able to get it to display by hitting the screenShot key witch forced the game into windowed mode, but then overlay works fine. considering that I have to paly the game in windowed mode that is smaller then monitor even though selected resolution was monitor resolution.
I see that the original post was deleted. It has been re-uploaded by cameronhimself below. -v

I think TR2-5 uses DirectDraw. Worms Armageddon has the same problem if you use DirectDraw. This game doesn't seem to have an option to switch the renderer, unfortunately. You can force Steam Overlay by using dgVoodoo2:
http://dege.freeweb.hu/dgVoodoo2.html
1) Download latest version of dgVoodoo2.
2) Extract the ZIP, then place dgVoodooSetup.exe, D3DImm.dll and DDraw.dll into "Tomb Raider (II)" folder.
3) Launch dgVoodooSetup.exe
4) In General -tab, API should be "Direct3D 11".
5) In DirectX -tab, Videocard should be "dgVoodoo Virtual 3D Accelerated Card". Disable "dgVoodoo Watermark".
6) Launch Tomb Raider II's setup/configuration (skip to step 8 if you already know how to do this)
7a) On Steam window, click "ADD A GAME..." and choose: "Add a Non-Steam game..."
7b) Click "BROWSE...". Navigate to "Tomb Raider (II)" folder. Choose Tomb2.exe
7c) Click "ADD SELECTED PROGRAMS"
7d) Right-click on Tomb2 on Steam and choose "Properties"
7e) Click "SET LAUNCH OPTIONS..." and type:
-setup
7f) Click OK. Additionally, you can also rename Tomb2 shortcut to something like "Tomb Raider II - Configuration" if you like. Click "CLOSE" once done.
7g) Launch from the newly created shortcut for configuration window.
8) Go to Graphics -tab.
9) Choose dgVoodoo as a Graphics Card and check "Hardware 3D Acceleration"
10) Once done, click OK.
11) Launch Tomb Raider II from its original Steam shortcut.
NOTES:
I've only tested this with TR2 on Windows 7. I cannot say if this works for other TR games or if it works for other Windows releases.
If you wish to use windowed mode for both the CG movies and the game (without CG movies going to full screen). Then check the windowed mode from dgVoodoo2's General -tab, and then uncheck "Application controlled fullscreen/windowed state" from DirectX -tab.
Another thing, I couldn't get dgVoodoo2 to work with Tomb2Fix. So you have to choose between either Tomb2Fix functions (proper widescreen, IOS TR2 textures) or Steam Overlay functions (screenshot, browsing etc.)
If you wish to remove dgVoodoo2, then simply just delete the necessary files from Tomb Raider II's root folder:
dgVoodooSetup.exe
D3DImm.dll
DDraw.dll
You may also wish to delete dgVoodoo2's config files from C:\Users\<Insert your Windows username here>\AppData\Roaming\dgVoodoo directory.
lmao... that sucks. But now at least you know. xD
