I can't help you with fixing the issue, but I know a few workarounds that will help you bypass that section.
1. Flight tool - you could use that to "fly/swim in the air" and get to that switch
2. You could download a save file in which that section is completed (and if you want to keep your inventory, write it down and use a save file editor to change the downloaded save file's inventory)

3. Skip the rest of the level (light a flare, walk forward once, walk backward once, start turning into any direction and stop when you do 3 full circles, jump forward)
Cheers, I'll more than likely use the level skip. Unfortunate as I was hoping to get through the playthrough without cheats. Ah well.
