Softlock?

I was playing through the level inside a shipwreck where I think I might have softlocked the game.

It happened in a room where the floor has two rows of spikes on a glass floor and you need to press a button to get to the lower area, kill two guys with guns and press another button. Doing so drains the water in a previous room with a boat in it.

The problem was that I couldn't get back up the the top level of the room and leave it. I made a save just after I pressed the button on the lower level then spent the next 5 minutes trying to find a way back up. I did find a hatch in the top floor that if open, would let me climb to the top level but I cant find a button or any other way to get it open.

Please help me find a solution even if it involves glitches. Otherwise I'll have to start from the save before which is from the start of the level.

A floor part in a corner will open the hatch
