Increase in salary for staff (FM24)

How can I increase the maximum salary for staff? The maximum I can offer new staff is $170, they won't give more. I asked the management to increase the salary for coaches - they approved, it's still $170 maximum (I tried to offer it specifically to coaches). I have 100k in the transfer budget, I put all the money on the maximum salary, then on the maximum transfer, in the middle - all the same in each case the maximum I can offer is $170.

The staff salary are being deducted from overall balance, not from transfer and wage budget. With 170 pounds, sounds you manage in LL (lower leagues), where debt is every day life, until Championship - Premier League.
