Youth Intake
Are they ever going to fix this? It's not really a problem, because you can just poach youth players from other teams, but it is stupid that when your facilities are rated world class and academies with youth recruitment second to none you end up with intakes of D and E.
I've even created a game and set everything to 20 which is the max and still you have garbage intakes, in five seasons simulating that created club not a single season had a good recruitment and yet if I go play at a traditional club with really good youth recruitment in real life they do indeed get good recruitment's.
Clearly there is something else linked to recruitment that you can't seem to adjust with the editor? Anyone else know what those stats may be? I suspect region and club reputation may be additional factors but to what degree is anyone's guess.

So the most important factors are your Nations Youth Rating, Your Junior Coaching (Potential Ability), Your Youth Recruitment(Almost like draft order for your nations youth intakes) and then your Youth Facilities which determine their CA when they come to the club.

The other very important factor is your Head of Youth Development. The most important thing for them is their hidden attributes which if you don't use the editor can be estimated by their Personality and Media Handling. So if you have the money go for a Model Citizen.

as Damedius says theres a lot of different factors involved . Another thing to consider is simply the size of your local area and how many other clubs you are competing against. If you are a small club in a small city you are only drawing from a small pool of local talent , the majority of your players are only going to be 2-3 star players ( bare in mind that your staff are mostly guessing on potential and can be wrong both ways by a full star or more , ive checked this with Genie scout and a player with 2-3 star raiting in an intake actually had higher PA then one that had 4 stars so they arent always correct ) . A big club in a big city might have more pulling power for youth intake but you are probably also competing against other clubs too . Look how many elite level clubs there are in London for example , you might go a decade before you actually get a generational level talent come through

also use affiliate clubs to draw intakes from other regions, thats how you get more higher PA players within the same intake because now the potential player pool you draw from is way bigger

I would rely on this strategy heavily if your nations youth rating isn't one of the better ones.

Thanks guys, I'll simulate a few seasons with some feeder clubs from good recruitment areas and see how it goes. :steamthumbsup:
Out of all the crappy tutorials you have to skip, they never actually do informative ones that would be useful like explaining in detail how the youth system works. :steamfacepalm:

Bear in mind that is just your HOYD's assessment of them at that time.
It is quite often wrong tbh.
