Opposition substitutions

As it says in the premiere league rules, we are allowed 5 subs in 3 stoppages. While it is imposed on my team, it is not the case with the opposition. More often than not, opponents sub players in 4 or 5 stoppages, as in they sub 4 players separately and in different times. Since I am talking about the premiere league, there is no extra time, which allows for one extra. I haven't tried another league so I am not sure if that is the case too with other leagues. Where can i report this to get it fixed?
