Negative Transfer Budget - how do I get this quickly?

Does anyone know the best team / method to get a negative transfer budget quickly?
I'm trying to get the achievement for it but don't know what triggers a negative budget to occur.

I dunno if teams in The Netherlands still start with negative transfer's, you can try one of those teams

You can try to offer new contracts to all players, usually they will ask for a raise + weird clauses that are gonna make you to spend more money paying all them monthly. it will put you on a quick negative balance = negative transfer budget

Gotcha, so something like yearly salary raise?

Yea I don't think there are any teams that start with a negative transfer budget anymore. I saw a reddit thread from last December claiming Watford starts with a negative transfer budget, but they definitely have a positive budget now.

Maybe I can use the database from when the game first released?
