It´s obvious he wants to win matches without the help of VAR and referees

It is almost always a losing battle to keep a guy who wants to leave. If you do keep him it is after suffering through bad form and various other problems with other players on squad. Sell him and on to the next. Stop acting like they are your wife or mother of your children that you have to keep no matter what.
I find that to be a bit too common of a problem tbh. You are a successful team winning leagues and cups and your players want to leave because they are unhappy that you are winning a lot and end up wanting to join a smaller team. It doesn't make sense.

Give him a new contract with more money before he starts negotiating with other clubs. Some players just get mad and want to leave because they got an offer from another club with better payment. The happiness stats in your club are more interesting for the form of the players. But when it comes to money they dont care how good your club is.

Hey as you've already said your meeting his expectations for playing time and training, you could consider offering him a new contract with improved terms, you can also convince him to stay using dialogue setting targets to achieve to keep him happy this generally works for me.

Alternatively just get ready to get the best fee possible for him and look to re-invest it where you can... you can't always keep everyone in FM

It's not about him being my wife or whatever. it's about the fact that i had this problem for a long time even in fm23 or 22

Say you'll let him leave if a club comes in with a reasonable bid and let the game pick his value, most of the time a team NEVER matches that amount so you can always reject any amount that come in and then after a while he'll forget about it

Of course it has existed for a long time. Players decide they want to leave sometimes, just like you decide you don't want them anymore or want to sell them for $$$. Welcome to a professional sports simulation.

Meanwhile some guys are doing the same thing to their teams to come sign with you... bet that doesn't bother you?

Professional indeed. Leaving one of the best and biggest club in the world for a "smaller" club

How long is left on his contract? If it's not long just sell him. There's not much else you can do. Get as much as you can and start looking for a replacement ASAP.

If it's 2+ years then just say you're not going to actively try selling him but you'll consider reasonable offers. Chances are no offers meeting his valuation will actually come in and within a year you'll probably get a message saying he's changed his mind and is now happy to stay, then you can offer a new contract and just keep him.

Also, depends why he wants to leave? eg. if he's homesick you could just offer to buy some more English players and that may be enough to keep him happy.

Maybe his wife's family is from there and now that they have a child he wants her to be close to them. Who knows.
Maybe he is being stalked by an ex GF or groupie and wants to get out of town... Or he wants out of the city and go to a more rural and laid back life.
Maybe he hates you and how you just sell his friends when you have used them up...
Point is it happens. Roll with it. If that is the biggest problem you have, life and the game are being very good to you.
