I am not talking about super stars, mostly players who would be at max 150 potential with a few exceptions. They specialise in getting African youth players which I have also tried with no luck.
I think it´s to avoid exploits, SI could just set a limit .... 1 or 2 per season signed youth at a cheap.
It's a matter of club and league reputation, manager reputation as well as training and youth facility quality.
I'm managing Genk, so it's a similarly reputable league as the Netherlands.

Most of these youngsters are signed, not developed at Genk.
So yes, you can sign talented youngsters, given the right conditions.
But a player from zwolle or nec would normally sign for Feyenoord even if they are doing less
