Loan with an obligation to buy

I could not find anything about this, but perhaps anyone here knows.

I am struggling with the obligation to buy option when other clubs offer to loan one of my players. And yes, he has a few more years on his contract and the club trying to loan him is in the transfer window aswell.

Has anyone any explanation on why I cant demand them to include an obligation to buy in their loan offers?
