Bug? Can you NOT earn achievements with 2023 save moved up?

I'm just wondering if anyone else has noticed this, or if it's perhaps a bug. I got 2024 yesterday and was going to start a new game but noticed that you can bring your 2023 save into 2024. I have one a few years in that I was really enjoying, so I moved that to 2024. It's playing fine, and everything seems to work, but the achievements are not applying. For example, one of the achievements is to bring on a sub and have them score. I've done this twice in the handful of games I've played, but that achievement did not unlock.

Are achievements only for if you start a brand new game in 2024 and they don't apply if you bring in your old save? If this is stated somewhere, I missed it.

Steam Achievements are not being transfer.

I never played FM23 so my save isn't transferring, but 200+ hours into my save and I've not triggered a single achievement, I'm on mac and it definitely feels buggier this year as the editor will only load if the game is opened from the launch button in steam
