Home-grown status

Can someone clarify the rules of signing age to get them home-grown at club?
In my experience, if i sign a player before he`s turned 19, he will become homegrown at club. But if I loan him out to other english clubs he only get home-grown in nation status. Would love som expertiese on this matter.

"Club-trained" players are those who were on the club's books for at least three years between the age of 15 and 21.

Whereas, he will be considered an "association-trained" player if he was on another club's books in the same association for three years between the ages of 15 and 21.
