Pre-game editor don't start

Pre-game editor don't start. I get an error message, and get asked if the game is installed correctly. I just installed it.

Oh. It wont start if you have the game and the editor installed on different drives...

In steam if you change the Games dropdown to Tools in your library you should then be able to see it:

Have you been able to resolve this issue by moving the editor back to the same drive?

Disconnect wifi. Then connect to the phone internet and enter the game. It is successful.
