Possible to Sign Youth Players?

Has anyone tired to sign youth players this year? Is it possible like earlier versions or is it like 2023 where it's almost impossible to poach a youth player?

Getting your Lower League squad in the position where they could be financially capable of poaching some youth players, only to find out that it was close to impossible was disappointing for me in 2023.

Yes is possible I redid all my u18 and u20 I bought like 30-35 youngsters

I use palermo in Italy there is only u18 and u20 (not 21)

When I start day one my youth teams are terrible and in the pre season I spend around 2-3M to bring it up to very strong both of them

I plan to stay in palermo for 5-10 season so I want to grow talents

both original team were all 3 silver star and at best 1.5 star potential I literally changed more than 30 players

you can see the original are player from old team are the one with 3 silver star ehehe it is harder to change under 18 player few selection
