FM 24 Scouting

I found FM 23 extremely difficult last year. After many hours watching different streamers still unsure of best way to scout..............Set up scouts in multiple nations and check every player in scout list????? Set scouting set up to chief scout and wait for his recommendation?? How do you do it ????

I set up scouting myself and send scouts to the countries they are rated for. I left it up to the head scout once and he was sending random scouts to countries that they were not rated for.
