In-Game Editor is not free and you need to buy it. Pre-Game Editor is free and comes with the game. So far, (19/10 : 10:00 PM : GMT +2) the price for FM24 In-Game Editor is unknown.

This. Also many places do 3rd party editors and tools. Some free, some not. FM Scout have an editor, genie scout, and many more.

I am nothing to do with FM Scout, just giving people options.

Which editor? Pre-game editor comes with the game but the official in-game editor does cost money, as it's treated like dlc.

It does disable the ability to score point on the leaderboard though if you care about that.
