How I can win the battle in Chapter 9?
It's the third time im trying to get it but seems imposible and i can't find any guide to help me

Apart from the choices immediately before and during the battle itself, winning/losing heavily depends on 1) your army composition 2) how many enemies there are in total 3) what your Marhsal's specialization is 4) what your Retinue's skills are.
I can't really give specific advice because I don't know how these are in your game: if you want to comment them, I'll try and see if I can get a win and give you specific directions. There's several guides on the Choice of Games forum of the game, they might be of help!
Generally:
  • If you don't have many archers, adding the rangers to their numbers will increase the damage they inflict.
  • Similarly, if your retinue's skill is Formation Fighting or Enhanced Communications, they will be more effective when concentrated because they'll inflict more damage that way. If your retinue's skill is Regimentation, it's a good idea to spread them evenly because it will make your army more durable (and your cohesion will last longer).
  • Try to tackle the enemy cavalry when they attack because that alone can inflict a lot of damage to your army. If you have a lot of cavalry yourself, send them, while if you have more archers, attack with them.
  • If the enemy has a lot more numbers than your army, keep your archers focused on the infantry. If you're more or less the same, telling them to attack the rebel archers is also a good strategy because it will stop them from attacking later.
  • If, during the Atiming River Battle, you didn't acquire the enemy's cannons, Rade's army will inflict additional casualties on both sides.
  • When you get the option to join the action mid-battle, you will be more effective if your Marshal has a Leadership or Weapons specialization.

2200 Levy Infantrymen fit for combat (11)
89 Light Cavalrymen fit for combat (1.78)
451 Heavy Cavalrymen fit for combat (9.03)
540 Levy Archers fit for combat (2.7)
600 Rangers fit for combat (3)

THE RETINUE
2800 soldiers fit for combat (14)
Traits:
+ Regimentation
+ Regimentation II

my Marhsal's specialization is weapons

and again thank u for the help i tried to look in the choiceofgames forum but i couldn't find any guide idk why

No problem, do let me know how it goes!
I tried with your specs and managed to win, but couldn't get past a stalemate if the rebels were more than 11k (their total infantry number is stated in the text at the beginning of chapter 9, the sentence begins with "Rade has placed his...").
If you still want to check the COG forums, it's probably best you join the thread there and ask the users for pointers/help because there's a lot of posts and the tutorials might be buried.

How do you obtain the cannons during the Atiming River Battle?
I charged down the hill with the rangers and captured the arty pieces that way.

I'm having a weird problem where the rebel cohesion just increases instead of decreasing, to the point I've seen it reach 239 and the best I can do is get a stalemate no matter what even when I edit the files to give me an absurd number of troops

That does sound like a bug... You could try playing from a new (sometimes playing from saves done before the updates can make the game not work as intended) and unedited save file and see it it still happens, if so I'd definitely report it to the author on COG forum
