Red Light District: miss 1 enemy: Normal?
I have searched everywhere but I still miss one enemy somebody knows if it is normal?

I can't remember the exact reason but in some levels there are, for whatever reason, misplaced enemies which you'll never be able to kill :(

this is indeed true. however, there was quite a few occasions on some prior playthroughs, where all kills got accounted for

Sometimes a liztrooper you already killed gets back up after faking being dead. Progmatically, a freshly killed liztropper generates a random number to determine whether or not to get back up, and if it does, a -1 is added to your kill count. This may sometimes happen after you've moved on to another area.

Another thing that sometimes happens is a liztroop will teleport away, which progmatically is it just turning invisible and intangible until "teleporting" to a new location, and then it might "fall asleep" while invisible, making it harder to find when you go looking for that one last enemie. (In these older games enemies "fall asleep" or turn inactive if they haven't seen the player after a certain period of time in order to avoid slowing down the game.)

There's a way around this. You can kill a pig cop at the bookstore entrance. Kill him where the door closes. As it closes, it will squish the body, and count as two kills.

I thought this was nonsense, but I checked the behavior script, and squishing an already-dead monster can indeed increase your kill count. (It's a bug.)

It's an RPV enemy that didn't spawn in the map according to The Duke Wiki. It also said because of that, there will always be a missing enemy.

In the room above the bookstore, there's a touchplate that triggers a pig recon to spawn outside of the bar. Due to a bug in the code, recons spawned in this manner can't find a locator to follow, and so are deleted without incrementing the kill count. (The same thing happens to normally placed recons if you build a map without any locators.)
