"P13" error is a file extension error within Windows. You can do a Yahoo/Google search to gather more information on what the error is. First, make sure you have the latest Microsoft system updates. Then go to Microsoft FixIt Official site and you should be able to download the appropriate fix:

Click the Microsoft tab, and run the first one "Diagnose and repair Windows File and Folder Problems automatically". Then reboot system and try launching the game
Try reloading the game save point and see if it happens again. It may be an issue with your controller and not the game? To test this, try playing another game with the controller and test the left-right movement functionality of the analog stick(s).
This may be due to a DirectX file error or graphics card driver. First, I would try creating a desktop shortcut for the game and right-click run the game .exe as Admin, see if that works.
If the game still CTD (crash to desktop), check and verify integrity of game file by
right-clicking-> properties of the game in Steam. Update your graphics driver. Best way to install a graphics driver is a "clean install". This removes any prior graphic driver files which may in some cases, conflict with the new files. Brothers: Tale of Two Sons uses the Unreal Engine 3, so it is important to have latest graphic driver update for your video card whether you have integrated (built in) or dedicated (plug in).
I reloaded the game and the issue went away. The same thing happened with the troll boss in the mines- he wouldn't move or pursue my characters as I ran them around, and tried to taunt him into running.
A reload for the last checkpoint fixed this as well.
I am actually using a keyboard, as I find the game runs more smoothly. Both my WASD and arrow keys are working fine.
After reloading, I start at the top of a set of wooden stairs in a cave with the woman standing part of the way down the stairs. I walk up to her, but there is no way to interact with her. I then walk past her, down the stairs toward the end of a dock. At this point, the game goes into letterbox mode and take control away...and stays there with nothing happening. The two brothers are looking out at the water leading out of the cave, and nothing happens.
I've tried quitting and reloading, but the bug persists. Any thoughts?
Press the Left and Right analog triggers (or appropriate keyboard keys) to get on the boat. You might have to rotate your camera to view the boat.
Thanks for the advice. Actually, the problem is that the woman wasn't coming down the stairs. Apparently, without her, the inputs won't work. In any case, I was able to restart the chapter from the chapter select and I finished the game without any issues (besides emotional ones).
Is the monster in the snow level meant to be invisible?
Yes. In the game, it is invisible. If it was meant for the creature to be invisible, I don't know. Maybe it got ahold of an invisibility potion. Or, maybe it was a machine which could turn invisible, with big feet (shoes) attached to it to make it appear as if it were a monster. Oo
