You are supposed to understand the characters from their gestures. Unfortunately I suppose that their kind of pitch of voice also helps to understand them.
But no there is no subtitles :/
How are you to know this? It's a pretty obnoxious statement. What if someone became deaf within the past year and is still struggling with it?
Edit: And when we have subtitles turned on, there isn't always someone present from which to read body language. Narration very often has no people gesticulating.
