D3D9 Failed device; desktop locked

Will not let me start game. It states it failed because of D3D9 device and desktop locked. Mind you I built my computer a month ago and theres nothing older than a year in it.

"-windowed" in lauch options is not working,
and i tried several resolutions with no success

If the launch option -windowed is not working, another way to get windowed mode:

Have you tried restarting your computer?
