Answer: Yes, you can gency out at floor 29. You can even gency out on floor 30 if you don't like the map layout, (IE its too far to stop the Item God from using Jumbification or
in essence forcing you to fight them twice etc or you don't like getting the Ninja Item God who is almost untouchable and has 99,999,999 stats. When you go back in you will get a different Item God each time, and they could have lower stats than your thief or your fastest character, and please remember you don't need a thief to steal in this game. I have Stolen (4) EPIC Muspells using nothing but Adell with 3 sets of Boots, and Speed Boost + Speed boosting Innocents (Coaches) from Item God's.
Buffing plays a huge role in this game. MAX tier lvl 9 SpeedBoost and Target lock on two different buffers, or use the double turn characters to let the same boost character go twice. Also Speed Boost buffing stacks like 3 times I think. Sure a thief gives you a better chance to steal, but Bandit Hands+ SpeedBoost X2 + Target Lock, plus the right STAT Boosting Evilities puts you at 99,999,999 Speed/Hit with a buffed up Fist user. Don't Worry about floor 300+ or less this doesn't matter. I always kill them on floor 30 at or around 500 lvls. (0 Stars, because there is no benefit to doing it with more stars, what matters is Lvl 9999 on every enemy you kill) I also always try to duplicate 2x between Floor 1 and Floor 30 (exit every Innocent Town, save) and go to the next 10 floors. Do this to stack innocents, and Duplicate Weapons across team mates.
NOTE: Just because you only see 26-36% steal chance doesn't mean you will fail.
This process works. I have 14 Epic Muspells, and 9 of those are at lvl 500 Maxed, with 8 maxed stats of dual stat innocents.

Answer: Every time you reincarnate the item, the Item God (1)comes back. Its considered a new Item at level 0 Floor 0, It retains only 17% max stats from the previous run, ( Use Mao to do this, and the Item Reincarnation Club)but the Item God 2 can only be killed 1 time per item. As stated I always just kill them the first time, because when I get to the 30th floor items are always lvl 450+. I don't skip stages, I use (2) Max Stat War Ladies blasting everything on floors 1-25, the last 5 floors the enemies need double hits to wipe them, but I always leave one alive so I can hit the gate with Adell ( my runner) and generate the Mystery Room to try and dupe the item.

Answer: The only benefit is that you get double Item points when reincarnating, So at the end of all 30 lvls, you would normally have 3 bonus from Item Bosses, by doing it twice you can get up to 6 max. But really there is no point to this, this game is not difficult enough to need the extra boost from the double kills on the bosses. Again buffing and team stat buffs are your biggest friend in this game. Use Plenair and Yeyasu deployed on the map for a free +40% stat boost to every Ally on the Map... (Over Powered)

Answer: The only thing you need to worry about is that every enemy needs to be lvl 9999, and that you wipe every floor you go through as fast as possible. This can be done really easily with a Dual War Lady+ Suisen in the Middle Attack with Hit them Again Evility on the war lady from Nekomata. Suisen guarantee's the hit+ guarantee's the crit. They attack twice each. Plus setup the War Ladies Evilities for Maximum turn one Attack Damage. Its actually never been easier to go through the Item World in Disgaea than it is in this version. Also basically the more you kill the higher the stat boost, but to max total levels killed, (99,999,999) you need ALOT of reincarnations for the item to hit this level. Think about it like this, the average Item world Floor has 5-10 enemies (sometimes less) but on average. Lets say you kill 250+ enemies on your first Run through. You need to get that same guaranteed amount of kills each time. If you killed exactly 250 enemies in each run, multiply that x4 runs = 1000 enemies killed. Now multiply by enemy lvls (x9999) = 9,999,000 total levels, but you need to do this whole cycle 10 more times> (x10 more cycles of 1000 enemies) = 99,990,000 total lvls so to max out item growth rate means running through on average 35-40 reincarnations of the same item. This is why Mystery Rooms are important, because they give you boosted Kill Levels, that aren't normally included in the regular floors. Allowing you to reach maximum item growth lvls faster.
E)
Answer: Your items stop growing at 99,999,999 Stored Levels. Some of your question is unclear so I don't really understand all that you are asking, but if you are asking whats the maximum growth an item can give you for each stat, its +9,999,999 for each stat. Then you duplicate 3 of those, all as Epic items, and wear in all slots and this gives you a huge boost. My Epic Muspell fists at only like 7 reincarnations at level 500, give +20 million ATK and Speed, when combined with other same bonus EPIC items.
