For example, if you send out the max units, possible, allowing you to play no other units from the base Panel, whether they die or not, I'm not sure. it simply means when you can no longer bring any other units to the field.
In my mind, it would make more sense if all your units are dead, and she's the only one left, and no more units can be played, but I have yet to use any of the DLC chars yet, because I want to beat the game first before i start using them.
I just know there's certain skills and such that only activate using the same descriptions, and you cannot play anymore units from your base panel, and used the max amount of units you can per battle.
Not sure if this helps you at all, but it's just what I got out of it.
