Great question! We get this type of question a lot and the answer will for the most part be the same across all games. Most game developers/publishers don't explicitly voice whether or not, they want to allow external third-party crosshairs used in their games. I suggest you ask the people responsible for The Finals. "Running a cheat program or bad software parallel with THE FINALS. This includes all 3rd party software and hardware that in any way gives you an unfair advantage or circumvents THE FINALS anti-cheat systems. This includes overlays that alter the gameplay experience beyond what is intended."
So devs might consider this crosshair as an unfair advantage but this program is neither bad nor a cheating one. I'm using crosshair V2 since the launch of the game and I'm fine for now. I think that the fact that it launches via steam they'll have a tough time making EAC to tag it as a cheating program. Probably no one will get straight up banned for this but might get a warning if they don't like it as mentionned in this part :
"Depending on the severity of the behavior as determined by Embark, the following things may occur:
Your account may receive a message that prevents you from playing until you have removed the unallowed program that is running on your computer or console.
You may receive a temporary ban that restricts you from gameplay for a number of days. In this time, you should work on removing any software or stopping any behavior that has caused your account to be restricted.
Your account will be permanently banned and you will no longer be able to play. This will happen in extreme cases, for accounts who have cheated progression, and for any repeat offenders."
