The only way how to run this game is 'manually' by running:
PCTomb5.exe
from the installation directory (in my case d:\SteamLibrary\steamapps\common\Tomb Raider (V) Chronicles\)
If you run it for the 1st time the setup is started.
If you want to run setup (if you spoiled something) run:
PCTomb5.exe -setup
BTW, I thing that there is some glitch in stean client.
Note
I have more Tomb Raider games (TR1-TR5) and all of them work fine, this is the only one
which makes trouble.
Can choose any res you like. from experience it doesnt like anything more than full hd. I prefer to use in windowed mode but its up to you.

Two ways to make controller work in Windows 11 for me: running the game from its own folder, without Steam, but the bindings are off and I don't want to use joy2key.
For Steam controller to work, I have to tick "Disable Fullscreen Optimization" for the .exe but do NOT enable "Run as Administrator" or "Windows XP" compatibility mode.
Maybe it's different from other systems but that's what worked for me. I run it with tomb5 patch and dgvoodoo2 but gamepad and crashing issues exist even without them, game is just not made to work on Windows 11.
