Tomb Raider: Chronicles

Can't use Steam Controller
I made a key layout to use for the Steam controller, but when I launch the game, it does not use that layout. It instead uses the default key binds as it would if I were on the dektop.

I think this is caused because the game is not fullscreened, it's windowed, even when you tell it to go fullscreen (it's just a borderless window), so the software thinks I'm on the desktop instead of playing the game.

How can I work around this?

If you go here - http://dege.freeweb.hu/dgVoodoo2.html and download it, click the link dgVoodoo v2.52.
Once downloaded, extract the folder and run the program, once you have configured your settings (in the DirectX tab), click apply. At the top of the program there is a config, change the folder path to the same as the one below. ↓

Then in the MS folder copy DDraw.dll and the D3Dlmm.dll files to C:\Program Files (x86)\Steam\steamapps\common\Tomb Raider (V) Chronicles and run the game it should now be running in a DirectX11 wrapper and should be fullscreen (if you choose it in the settings) and the steam controller will work fine.

Dude, thank you very much! That program not only fixed the issue I was having, as it also fixed other minor graphical issues I was having, like the transparency in the menus, non-stretched 16:9, etc.
