These launch options are equivalent to "command line arguments" that can be applied to any program/application when it is run. For games it would usually be done through the "shortcut" to it.
Using the main game as an example:
- Locate the executable file, tomb4.exe
- Right-click on tomb4.exe and select "Create shortcut"
(you may need to select "Show more options" first)
- Right-click on the shortcut, select "Properties"
- On the "Shortcut" tab, at the end of the "Target" field, insert a space then the -setup argument.
The target would then look like this (depending on where Steam is installed):
"...\Steam\steamapps\common\Tomb Raider (IV) The Last Revelation\tomb4.exe" -setup
Note also that games outside of Steam can be added to Steam as a "Non-Steam Game".
