The ♥♥♥♥ does this have to do with gamepads?
It acted like there was no dead-zone, so Raziel would never stand still.
I solved that by using JoyToKey to bind the keyboard controls to my gamepad's buttons and sticks.
Soul Reaver 2 actually reads the 360 pad properly, but it won't let you bind actions to the triggers or sticks.
If you leave the Camera Control option on then the triggers will control panning the camera.
I wanted to use the triggers for blocking though, so I turned Camera Control off, and bound the triggers to keyboard keys with JoyToKey.
I also used JoyToKey to bind the right stick to the camera panning keys, and the D-pad to the arrow keys for navigating menus.
Haven't tried Defiance yet so I can't report on that, but being the most recent of the games I'd expect it to work at least as well as Soul Reaver 2.
