This isn't anything to do with PC specs, so you can ignore what wrace said.
DirectPlay is an antiquated API library that was a component of earlier DirectX versions. However, Microsoft sidelined DirectPlay in favor of Games for Windows Live. As DirectPlay is obsolete, it’s no longer required to update Windows games.
However, DirectPlay is still more essential to run games that predate 2008 in Windows 10. Consequently, some older games don’t run without DirectPlay.
After that, you may also want to try the usual compatibility settings for the Gane's Exe, but I'd also enable "Disable Visual Themes" and "Disable Desktop Composition" since those can also muck up older games.
DirectPlay legacy settings, is a exceedingly well documented problem for legacy software & games.
Right clicking on the game in Steam
going to properties
browse in folder
find kain2 application
right click and run as admin
Probably doesnt work for everything, but it may be worth a shot.
