Where can tools like hammers be obtained........There's another question What is the use of the scrap yard behind the repair station

The tools are obtained from the Black Market dealer who stands next to the front door of the Red Bar. The hammer in particular can be used in the scrapyard when your dealership is closed; you'll sometimes see a standalone car frame inside the scrapyard. Use the hammer on it and it will spawn up to 20 pieces of scrap that you can pick up and bring to the guy standing in the scrapyard for money.
