It's not worth doing up any car you buy. Just sell as is, and make sure you have the bargaining skills to their highest point. I'm a "master bargainer" and I still get customers lowballing me.

I'm getting much better pay from upgrading the cars, I went from 45k-1.2 million in 2 hours.

After playing a little while and I had enough money for higher purchases I realised it's usually best to buy cars $30k+ because too many of the cheaper ones either give barely any profit or scam you. The upgrade for knowing what cars sell at after you've bought them helps a lot, majority of the time you can manage to sell in the highest price bracket for that car or like $1k under that bracket just look for the customers that offer you something close to the highest prices i.e if it can sell for $50k-$60k max then anyone who offers $38k you can bargain with them and get them to pay $48k/$49k or earn more depending on the car and your patience to wait for the highest offers.
