Game won't switch to fullscreen

I've been playing around with the video settings in the game and I can't for the life of me get the game to actually display fullscreen. I'm currently launching the game from big picture mode, and it always comes up as a window attached to the top left of my screen (see screenshots). I've tried setting borderless on/off, windowed/fullscreen, and adjusting the resolution at, above, and below my TV's resolution (1080p), and it always shows the same way.

If it matters I'm technically running dual monitor, my primary monitor is a 4k monitor and my TV is 1080p, but when I run BPM I have it set the TV as the primary display. Any other game that I play in BPM has no issue running on my TV in fullscreen 1080p.
