Owl Bug? [SPOILERS]

On my new game+ run, I've talked to all the owls but no matter how many times I checked the owl statue, only 3 shows up. Not giving up so easily yet, I started a new save file and went over the places where the owls are again. This time it worked and the door opened, does this mean I need to start the whole game play again in order to get all 64 cubes? Ugh
