1) The code may not support multiple players.
2) The devs may not want that in their game. While many developers will add things the players want you need to remember that at the end of the day it is their game to make in the way they want. In this sense video games are a form of art just like movies. They have a vision they want to make.
3) The code might support it but the features may not. Features that break in co-op would need to be remade and that would take more time. They may want to spend that time on making new ones or fixing ones that already dont work right than breaking and fixing working ones.
Possibilitys if it were to be implemented.
1) 2 teams of 5 Gnomes working together to make a new home. This would be difficult because two players may not be in sync on what needs done next.
2) 2 teams on 9 Gnomes competing in an area that is either resource rich area for rights to settle the land or resource poor out of desperation(They both desperately need a home and are unwilling to share what little there is with each other). Basically a versus mode.
2.1) A "tension" meter that increases as rival gnomes are near each other and the higher it is the more likely fights would break out between the groups.
2.1.1) The meter would slowly deplete with distance between the groups and would empty completely if a large enough enemy force appeared and forced cooperation to ensured survival.
2.2) Gnomes would not be able to perform actions near enemy buildings and workshops unless that Gnome is a "saboteur". Normal Gnomes would be afraid of entering enemy territory while "specialists" willingly go in under the radar(stealth) to cripple the rival group while risking being caught which would likely result in death.
2.2.1) Gnomes on patrol and on guard would be more likely to detect saboteurs and would chase off any rival Gnomes that enter the area.
2.2.2) Rival guards that patrol the same area would dramatically increase tensions because both groups would be considering that stretch of land theirs and deadly fights would be likely to happen and cripple both groups military as a result.
