I'm not sure if this is correct, but my understanding of gnomes and wheelbarrows is that when the gnome takes on a hauling task they consider how close a free wheelbarrow is to them in relation to the path they take to reach the to-be-hauled goods. If there is a free wheelbarrow nearby at the time of planning the task and the to-be-hauled goods can go in a wheelbarrow, then the gnome will grab the wheelbarrow and use it in the loading and hauling. If there is no free wheelbarrow or a free wheelbarrow is not in a convenient range, then the gnome will haul by hand.
Also, I think wheelbarrows are considered crates in terms of what they can be used to move. So seeds and fibres can't be moved with them. (at least not from what I've seen)
That's how I think it works.
I put it in the enterance between the mine and the stock piles.
So basically the haulers would always pick up wheel barrows and bring them to the parking spot, others wouyld run past the wheel barrows and automatically pick them up.
