Will cause all gnomes to wake up, all gnomes in military squads will follow attack-orders all other gnomes will gather in the great hall.
Remeber: your civil-gnomes won't do ♥♥♥♥ exept hiding in the great hall during an alarm, you need someone with mechanics in a military squad do turn the alarm off.
P.S. if you train your malitia alongside your regulars, you may find your civil-gnomes lopping off as many limbs as your highly trained/equipped soldiers. This comes at a cost though...
I tend to give my militias from the early game a flintlock pistole in lategame...along with all other none-soldier gnomes.
They tend to rush into combat to haul stuff anyway, but that way they will add additional damage to the fight instead of rushing and getting killed.
