You are playing with Taycns I guess?
You could simply just build a name index (furniture I think...maybe workshop) somewhere and you can add the names of your gnome on the pages.
With the named pages you can build named graves for gnomes that die.

So, AFAIK, as long as you don't near 99 Gnomes (past and present) you don't need to build another index
Thanks for the additional info. I did start with an Index as you said, but my Gnomes just kept taking individual pages of it and putting it in my stockpile.
Has been a while since I played Gnomria.....not so sure about it.
Of course you should take steps to forbid index pages in every other stockpile

just build it somewhere. not in the stockpile.
Stockpile first, then Build->Storage->Name Index is the way I always do it and never had an issue. All I can suggest is to check your stockpile filters ...
I think the one you need enabled is furniture->graveyard->index page.
