Changes to ContrastEngine.ini are ignored?

I've attempted to edit ContrastEngine.ini to raise MaxSmoothedFrameRate and turn motion blur off (I get severe motion sickness with it on) but no changes in the file seem to have any effect. I've also tried to editing the BaseEngine.ini from the game files but that had no effect as well.

Can anyone help? This looks like a really cool game but it's almost unplayable for me with motion blur.
