"not enough industry point : 1"

Hello

When I try to build a glass factory or a Brass Pipe factory I get the message like "not enough industry point: 1 " . I already created a Still Melter factory without such problem.
How can I get "industry point" to be able to buil a new factory ?

When you start the map look around at the cities, which have a few different symbols/icons with different backgrounds:
Icons: Cows, steel ingot, copper ingot
Background: brown metal cog ("wheel"), gold star, silver laurels.
The metal cog symbolizes Industry points (same icon as top left of the screen). When you deliver the required type and number of material, you unlock an industry point (of which there are 3 total on the Submarine level).
The silver and gold backgrounds relate to the tasks or goals shown on the right side of the screen.

In other words; your first industry point was unlocked by delivering to one of those cities. And you need to deliver to the next city of the correct type, to unlock the next two industry points.
