WebRoot anti-virus appears to be throwing a false-positive when downloading Folk Tale, which will prevent it from running, culminating in a crash. Player-reported messages thus far include:

blocking c:\program files (x86)\steam\steamapps\downloading\224440\folk tale_data\managed\ionic.zip.reduced.dll

While we aren't able to currently verify this, it's worth disabling WebRoot while you download the game from Steam, restarting WebRoot, then setting any permissions within WebRoot so it doesn't later block the game.

I have submitted a false-positive report via support ticket to WebRoot.

WebRoot have been in touch and we are progressing the issue to get the dll shown above white-listed.

WebRoot have now reversed the false-positive. I'm not sure when this will take affect. Please let us know of any other files that get incorrectly flagged so we can forward them on.
