As to the rat refusing to mine or something? I have no idea. Could it be since the rat already had a job as a gatherer, they were just stuck in a loop? Maybe if that happens again, assign them with no job if you didn't already?

I finally found prices in the storage container tab where you can choose which resources to accept. Truly inconvenient and illogical place to hide this information. I also found it buried in one of the money tabs for the Ratizen. Also, super difficult to find.
Also don't forget once you start developing other food like bread, that you go into the code stone and allow the lower class to eat it if you want them to.
A simple way to keep goods flowing in Ratopia is having a periodic subsidy set in code laws.
You can also see some of the prices in recipes. Although, yes, the storage is the main place to see them.
There is a priority system in the game. I guess the job has a higher priority than mining. You can change it in code laws.
Although, since subsidies in one end are financed by taxes at the other end, you still need tax collectors to collect taxes and keep the treasury above water.
