Dar and Pia and Warfare system

Why am I still hearing about the exchange rate fluctuations between Dar and Pia after I vassalized all the countries using Dar?
When I attack other countries, their allies send reinforcements back, why can't I ask my vassals to send reinforcements as well, we need to ask the vassals for reinforcements option instead of recruiting mercenaries from the vassals.
